Location - Allocation (or Flow Refueling Location) Problem

Hi! I am quite new to GAMS and currently I am dealing with a location allocation problem.
Basically, I want to allocate potential station locations along a road network. I am adopting a paper methodology and here is what the methodology says:
I am confused now on how to formulate this in GAMS. I have every data that is needed, but I don't know, for example, is Aq a subset of Kqjk? or how should I connect between a(j,k), Aq, N, and Q?
