shadow price equal to eps in AGE model

Hello everyone,
I'm a beginner of GAMS and I'm working on a waste market AGE model right now. I start from a simple model without waste sectors. The model is feasible but the shadow price of goods, capital and labor equal to eps. The production of goods (Q) also equal to zero, which looks strange. Can anyone help me out?
