could not allocate enough memory error

Hello,
I'm using GAMS 25.1.2 to create a large gdx file which related excel file contains numbers a parameter with 200,000,000+ values ( from excel file to gdx file ).
While trying to view the values in that parameter, it reminds me that "could not allocate enough memory to load the worksheet symbol delta in gams". However, when I look at the computer, there is still enough memory available.
I'm wondering whether there is a limit of memory usage for GAMS in Windows system? Could anyone tell me how to convert big excel file to gdx files?
- I have tried to run this code on a machine with a 16 GB and also i have tried it with new GAMS Studio is a 64-bit program but it is not work again and this error appear again.
