pricing of pollution permits

hi all,
I am new to GAMS. I am working on a linear model that aims to maximize farm income at catchment level while capping the resulting pollution to the legislation limits. The farms trade their pollution loads to achieve this goal and as a result of market demand the pollution allowances are priced.
However, in gdx file, I see that all the pollution permits are being allocated to the last farm in the list. I changed the order of the farms or the code but I could not managed to fix the issue. Why might this be and how can I fix this ?
