Traffic constraint

Hey,
The following model works already but the problem is I can't find the way to add traffic constraint to my model.There is traffic coefficient which indicating the speeds of vehicle.I want to add a constraint that when the vehicle go B city to A city,the vehicle speed change by the traffic coefficient.
